Sorry, I don't know any hidden BIOS settings to reduce the CPU voltage. Unfortunately on the HP support page the readme files for the BIOS update files are no longer available, support.hp.com/my-en/drivers/hp-compaq-dx2400-microtower-pc/3658372 so I can't say if it necessary to upgrade the BIOS or not. But for better compatible reason I update the BIOS to the latest version. For example the HP Compaq dc7800 with the old BIOS, didn't boot from USB flash drive, but after I updated the BIOS to the latest version I could install Windows 10 from bootable USB drive.
